In the past, food breaks have not been formally planned or controlled directly by an external superior. There has always been a certain degree of give-and-take. If they can`t get used to it because it`s too busy, they can ask for pre-authorized overtime for the lunch break. The current wording of the lunch break article is too restrictive and does not reflect the reality of our work environment. The proposed wording is more appropriate in this context. The Government`s February 2014 budget contained references to the increase in pension contributions for the PSHCP and the increase in years of service to be eligible for the PSHCP as a retiree. While we are opposed to these amendments, our discussions with the IRS have shown that these amendments would be regulated by law if we do not reach an agreement. Given the magnitude of the negotiator`s outstanding proposals, the employer requested that the PSAC consider a limited number of proposals taking into account the current collective bargaining landscape and the recent results of negotiations with other federal public service officials. The large number of proposals makes it difficult for the parties to focus their work on key priorities; a smaller number of proposals should significantly improve the likelihood of implementation. The employer respectfully proposes to the Commission to give direction in this regard and to order the parties to return to negotiations with a reduced number of proposals before the Commission`s report is published. The bargaining partner proposes that the worker be able to decide unilaterally whether the cumulative overtime should be compensated in cash or on leave with a salary. The new CFIA collective agreement is finally in force. It was officially signed by the PSAC and the Agency on October 8, 2014.
The CFIA now has a maximum of 90 days to implement changes to the collective agreement, including the adjustment of wage rates and the issuance of retroactive wages.
